It's the same thing as jump mod scrubs, if you're good you will smite them anyway. It doesn't actually make them better at the game. Also CCP can't fix it, it's an exploit of the sluggish system. We all know they can't fix the lag or performance...

It's a glitch and purely aesthetic, it doesn't affect anything but appearances. A lot of people can do it by accident as a matter of fact. You ever have your weapon disappear from your hands when you're firing? That's the glitch.
